A company-admin links an existing E-BookNow company profile to the TLC FHV base it is authorized to administer. E-BookNow reviews the claim before enabling TLC dispatch snapshots. Companies that do not claim a base keep their existing workflow.

Claim lifecycle

The claim is reviewed before it changes TLC dispatch data

Entering a license number does not make a company its owner. The registry creates a reviewable claim, reserves the canonical base number against duplicate active claims, and only creates a dispatch link after E-BookNow approval.

Choose a company profile

The claim is attached to one existing E-BookNow company profile. Other profiles and their reservations remain unchanged.

Submit base and claimant data

Provide the TLC base license, official business information, claimant contact details, authority type, and required acknowledgements.

Complete manual review

E-BookNow checks claimant authority, the official base record, license status, base type, address, phone, and duplicate claims.

Enable dispatch snapshots

When the claim is approved, the TLC license is active, dispatch is enabled, and PRO remains active, new reservations receive the verified base snapshot.

Admin surfaces

Opt-in for TLC bases, invisible to companies that do not use it

The ordinary E-BookNow company-profile and reservation path is unchanged. Pending, rejected, withdrawn, inactive, disabled, or non-PRO profiles do not receive a TLC dispatch snapshot and are not represented as verified TLC bases.

Per-company tenancy

Each company-admin works inside its own company-profile boundary; MyDestiny Limo is the first customer, not a platform-wide base.

Duplicate-claim protection

A canonical base license can have only one pending or approved active claim at a time. Conflicts require support review.

No self-approval

Company-admins can submit or withdraw pending claims. Only E-BookNow super-admin review can approve or reject them.

Per-trip historical truth

The approved base name, number, type, address, phone, license status, claim, and profile identifiers are copied when the trip is created.

Immutable through trip edits

Normal reservation updates preserve the original dispatching-base snapshot instead of rebuilding it from newer profile data.

Safe fallback

If any registry or entitlement gate fails, E-BookNow creates the ordinary reservation without asserting a TLC dispatching base.

PRO plan required. Complete these operational steps with your own TLC and legal contacts. E-BookNow's registry claim does not replace a TLC filing.

Compliance control chain

TLC controls are enforced from pickup classification through report preflight

The software now supplies enforceable technical controls, but a base still needs TLC filings, operational policies, accurate source data, and written agency guidance before go-live.

Official NYC boundary check

TLC-enabled trips are classified from pickup coordinates against the current NYC Department of City Planning borough boundaries. An unavailable or uncertain lookup blocks TLC assignment, not ordinary reservations.

Driver, vehicle, WAV and fatigue checks

Before final assignment, the server checks current TLC Open Data, vehicle affiliation, accessible-vehicle requirements, and the base's recorded 10-hour daily and 60-hour weekly passenger-time totals.

Passenger license information

The dispatching base, affiliated base, driver TLC license, vehicle TLC license, and plate are captured in an assignment snapshot and shown in passenger assignment communications and app trip records.

Actual events and CSV preflight

Server-recorded on-scene, pickup, and drop-off events feed TLC reporting. CSV download is blocked when an in-scope record lacks required verified data; the base still signs and submits through TLC UP or SFTP.

Licensed-base responsibility

The licensed base remains responsible for its license, filings, agreements, dispatch decisions, drivers, vehicles, rates, accessibility, records, submissions, and legal compliance.

TLC coordination checklist

What each base must request, file, approve, and repeat

Use this as the agenda with TLC and New York counsel. Keep written answers and filing receipts in the base's compliance file; a verbal conversation is not a durable go-live record.

Request written TLC answers

Describe exactly who receives the passenger request, selects the base, dispatches the driver, charges the passenger, and provides customer service. Ask TLC to classify E-BookNow's multi-base model and confirm whether a separate dispatch-service, base, or high-volume license applies.

File app and agreement details

For every participating base, confirm whether to file or update the Dispatch App Disclosure, identify E-BookNow and every passenger-facing app or website, and file the operating agreement TLC requires.

Inform TLC of current operations

Keep the base's legal and public-facing names, ownership, address, phone, email, rate schedule, operating plan, driver conduct rules, accessibility path, and security/personal-information policy current through the applicable TLC process.

Obtain approvals and access

Obtain any required base name, ownership, location, vehicle-affiliation, Central Dispatch Exception, dispatch-service, or high-volume approvals. Designate an authorized TLC UP submitter and request SFTP credentials if the base will use SFTP.

Confirm accessibility

Document whether the base follows the Trip Mandate or an approved Central Dispatch Exception, identify any approved accessible dispatcher, and confirm how WAV requests, response times, denials, fees, and required records will be handled.

Approve disclosures and security

Have TLC/counsel confirm the conspicuous passenger presentation of base, driver, and vehicle license numbers. Adopt and affirm the required information-security policy, consent, access, card-data, geolocation, retention, incident-response, and breach-notification controls.

Submit every reporting period

Validate the exact TLC CSV, submit through TLC UP or SFTP by the last day of the following month, sign the TLC UP affirmation even when using SFTP, submit the no-vehicles-dispatched affirmation when appropriate, and retain confirmation and correction records. Reconcile E-BookNow's NYC-pickup export with every call TLC requires the base to report, including trips received through other channels or with other pickup areas.

Collect from the base

Obtain claimant authority, base license and TLC contact record, current rates, driver/vehicle roster and agreements, insurance or fund evidence, accessibility documents, security policy, passenger notices, TLC UP contacts, reporting credentials, and the person authorized to affirm submissions. Require drivers to disclose passenger time worked outside Ebook because the software can aggregate only trips recorded on the platform.
